SОME ASPECTS OF THE SOCIAL-ECOLOGICAL DEVELOPMENT OF THE KAMCHATSKY HYDROECOREGION

The Kamchatsky hydroecoregion isolated by us (1, 3) within the bounds of 200-mile zone of economic concerns of Kamchatka region and northern part of the Kuril Islands (the fig. 1) is represented by the composite natural-social (informational) space. That is the space, the morphogenetic unity of which is conditioned by the related homogeneity of hydrological, hydrogeological, hydrogeochemical, hydroclimatic and chiefly, by hydrobiotical natural conditions and social-functional integrity is determined by specific character of economic mastering of natural recourses. In that sense specific, that retrospective analysis of formation and development process of productive forces of hydroecoregion reveals (2) two main features. That is, firstly, overpowering priority of bioresources in economic structure of the Kamchatka region in the past as well in the present. The output both processing of fish and seafood give nearly 55% of gross output and up to 85% of commodity (in pecuniary calculation) output of Kamchatka region, nearly 90% of its barter with other regions and more than 95% of currency receipts. And, secondly, actually full dependence of social-economic development of the Kamchatka region from the political and economic directives of the center. There are two principal components of social-economical structure of the hydroecoregion, each of them has its own aspects and features. Retrospective analysis of these features is the principal aim of this represented work.Thus, if we address to the problem of usage of the Kamchatka region bioresources, then it is possible and it is necessary to note some of its main aspects. Such as: primitive fishery and as a matter of fact frankly predatorily character of bioresources mastering, exaggeration of its genesial capacity down to infantile certitude in bioresources unexhaustment as they are and deliberate overstatement of the reserves of many kinds of bioresources.

Indeed, the principal aspect of the Kamchatka nature management from the times of its affixture to Russia was and still retain the unwise attitude to natural recourses and intensive «pumping» of these recourses for the sake of momentary concerns. Its no matter how it concerns to the above mentioned, one can not but admit that the annihilation of the manatee for the 28 years in the middle of 18th century and practically the full annihilation of the sea-ape, fur-seal and sable to the end of 19th century as well the total felling of coniferous woods, mass destruction of salmon spawning-grounds and many other similar facts of our time expose the irrational management of nature.

And these facts are really crying. Owing to, for example, apparent orientation of work of the fishing industry to the gross indices and as a matter of fact intensive overtake of fish in our time, the annihilation and disastrous effects of resources of many kinds and popularizations (of Olutorskaya, Zhupanovskaya and Okhotsk sea herring, Yavinskaya flatfish and cod, hake, halibut and other species of fish) has already happened. And as a whole, for the second half of 20 century fishing resources of hydroecoregion were reduced not less than on 2,7–3,0 million ton of annual take. Only for the last decennial the annual regional fish take dropped from 1,4 million up to 700–750 thousands ton. It would be not correct to explain this drop in production only by economical disorders, as some people try to persuade, so as only pollack for the recent 15–20 years was annihilated so much that its annual take has dropped from 3,5 up to 1,0 millions ton. Land hydrobioresources have not run out of scarcity danger, because at the expense of plough up and land-melioration, wood-felling and other economical activities in the river-valleys landscape complexes the Kamchatka peninsula lost salmon spawning-grounds with annual productivity of 50–60 thousands ton. That is extremely significant that the expenses from this loss exceeded in 2–3 times the cost of annual outturn produced by all non-fishing industries and manufactures in the years of its maximum development so as above mentioned 50-60 thousands tons of salmon provided to the national economy from 25–27% up to 30–33% of all its incomes and the share of non-fishing industries it was not more than 15–17% of commodity output.

By the way, and at the same time a little running ahead, that very barbarous attitude to nature in past as an example Tyumen, Yamal and the dozens of other places and regions in our country put the society of the region on its guard with the idea of possibility of coping its raw materials, because it can finally finish the process of detriment and annihilation of the bioresources. And this alert attitude of the population to the projects of development of mining industry on the region territory is one of the distinctive aspects of the social-economic development problem of the Kamchatka region. So it would be naive on the part of the supporters of the mining industry development in the Kamchatka region to expect unconditional society support to these projects no matter fine words would be said for all this.

Another aspect of social-economic development of the region as infantile certitude in unexhaustment of these resources ties in directly with the barbarous attitude to bioresources. As in many respects just on this blind believe the policy of unrestrained escalating of extracting powers in a damage to the development of the processing industry was built and carried out. And an official admission of that fact allows to judge in the best way, that at the late 80s one from three caught fish was processed for food industry, one was processed for fishmill and the other one as an expense was heaved overboard.

Well, and at last, it is necessary to mark one more aspect in development of the bioresources of the region. This is the evident exaggeration of the regional resources. The best example of such economic, so-called curious incident is mistaken (Karpukhin N.S. – «Ecokurier», № 8, 1989) including at the late 50s within the framework of reconstruction of regional productive forces of the complex development of all kinds of its natural resources to the wood-covered area of Kamchatka peninsula 10,923 hectares of cedar and alder thicket-creep, as a result its woodland has increased from sought for 18% (8,107 million hectares) up to fetched 42,7% (19,029 million hectares).

Should we say that having been oriented to such increasing volumes of woodresources forces the timber industry has killed the only resource of productive forest, so-called, «coniferous island» of Central Kamchatka. Today 400 thousand hectares of this forest tract from 700 thousand hectares has already gone by felling and forest fire and the remaining 300 thousand hectares related to any kind of uncomfortable position such as bogs or steep mountain slopes as well to inaccessible mountain territories and preservation zones practically have been eliminated from timber turnover. Nevertheless, it is interesting to note that till this moment at an estimation of the resource potential of the Kamchatka woods the area of its conditionally wood-cutting area is assumed equal (6) to 800 thousand hectares. Isn’t it the conscious exaggeration of resources, is it?

As for another – dependence from the center – the feature of development of the hydrobioregion, then first of all the apparent provincialism in working out maintaining of social and economic policy pays attention to itself. The provincialism, which especially in visual way reveals in two mutually complementing and mutually conditional aspects. They are the excessively direct following to the directive installations of the centre on the one hand and latent sabotage of the coming from above solutions with the reference for remoteness and practically full isolation from other developed regions of the country.

Superfluously direct following to the directives of the centre is visually displayed in an insecure estimation of an importance and prospects of natural resources development when, for example, after the raising of the Kazakh Celinums, in Kamchatka they also began in defiance of healthy sense to plough up intensively the lands of the river valleys including the melioration (draining) of bogs and annihilation of the sources and springs. It led to such direct consequences as to the loss of spawning-grounds as it has been already said about (see above) by us and not only by us. But as for the basis of self-liquidation of 25 from 31 State farms, existing in 1989 in the region, then at last it is determined only by the fetched creation of agricultural industry to please the directives of the centre and this fact is for some reason diffidently passed over in silence.

The direct following to the installations of center is viewed also in working out at the end of the 50th years of the concept of development of Kamchatka in frameworks of the directively pronounced course on achievement by each economic region of maximum full self-maintenance of its population by the goods of daily demand and food at the expense of full and complex development of all natural resources. And here it is necessary to mark two essential moments.

One of them is encompassed in, that during economic natural resources development infantile certitude clearly appears not only so-called «of the simple people», but also «of the authority propertying» that if there is the natural resource, then one is obliged to use it. That is, if there is, for example, a forest, it should be hacked. Though if elementarily to count up, then the Kamchatka forest as location for living of fur-bearing animals, as the supplier wild plants (berries, mushrooms etc.), as recreation resource and, the main thing, as an accumulator of precipitations and regulator of a sink (and thus the saver of salmon spawning-grounds) has on the large order value in commodity expression than as timber-resource. Not speaking about, that the cutting down of a forest in Kamchatka requires (however, as well as all diverse kinds of usage of natural resources) rather solid-half of the cost price-grants. Nevertheless, anybody from invoking for mining of all kinds natural resources of the region is not set by a problem – who will pay these complementary consumptions, if from 89 subjects of Russian Federation only 10-14 are concerned as locates-donors?

Another moment is connected with the fact that owing to the officially announced at the end of the 50th years reorganization of productive forces of the region (7), the areas literally were recommended to become for all Far East the supplier not only of meat, vegetables and potatoes, but also of the building materials (pumice etc.), hard coal and liquid fuel. Here is how, for example, what was said about in speech of the then first secretary of the register of Communist Party Orlova M.A. on the 7th session of the Supreme body USSR of the 5th convocation: – «In the project of further development of economics of Far East the outstanding place will be taken by Kamchatka with its large capabilities of increase of mining fish, of presence of indispensable natural and economical resources for diversified and economically effective industry development in which one of the carrying on branch alongside with a fishing industry can become a mining, fuel and energy, wood industry, production of building materials, the widely developed agriculture, reindeer-breeding and animal-breeding» (Kamchatskaya Pravda, December 10, 1961).

As a matter of fact everything was just on the contrary. That is, if Kamchatka really supplied for some time with the potatoes Primorski Territory and Magadan area (for the score, as was already spoken, of excessive plough up of grounds of valley-fluvial complexes), then nothing, by equal score, managed with fuel and creation of ore mining branch. And it could not be managed, for building materials and hard coal, despite of their enormous reserves, cost unreasonably dearly, and as for oil on the peninsula, it was not found out. And consequently to the end of the 80th years about 800 thousand ton of liquid fuel and about 600 thousand ton of hard coal annually delivered to Kamchatka area. And at the end of the 90-th years the power crisis with total switching-off of an electricity and, from here, destruction of thermal networks has burst out.

It is interesting, that the similar situation with an insecure estimation of prospects for the development was added up and at the end of the 80-th years, when the area next time in order to survive has confronted with necessity of restructuring the national economy under needs and inquiries of the market. Next time the development of ore mining branch as a whole and gold-mining first of all was declared (4, 5) not only as a carrying on way of maintenance at a worthy level of the regional economics, but also as the only capability of saving of fish branch of the region from devastation. And next time the good wishes have remained only as wishes, as they were not substantiated with the applicable calculations. In particular, gold, on which so large hopes were laid, was at first turned into a subject of alert talks concerning “brilliant” outlooks of development of the Kamchatka entrails. And after a drop of the price on it in the international market in 1997, even the most resistant supporters of development of gold-mining were compelled to admit (Problems and directions of mining development of the Kamchatka area. Materials of scientific-practical conferences of December 15-16, 1997. Petropavlovsk-Kamchatskiy) all groundlessness of hopes for development gold-ore fields in the near future. And thus the idea itself on creation of ore mining branch has ceased to be problematic. By the way, against the local experts on gold self-confidently declaring on above mentioned conference and per subsequent two years a thesis about the foregone tendency of increase of the price for gold in the world market, we for the same conferences forecasted the drop in price for it in the near future. Also it is necessary to tell, that in 1990 one gram of gold cost 11,5 against 13 dollars in 1989, and per 1999 the price for gold has fallen up to 8,3 dollars per a gram.

That is, we shall point out also once again, the excessive hope on high recoil of natural resources of the hydroecoregion which is rather exponential aspect of its social and economic development both in past, and in the present. In that sense exponential, that in 1989 the official patterns of the area, being repulsed from the declarative installation of the center on the introducing in the country the market relations, have hurried to give desirable for true. Namely, they, at first, for some reason have considered that henceforth the region will dispose all natural resources and commodity, manufactured of them, absolutely independent, but, thus, the federal center still will supply a national economy of the area with all indispensable material resources as fuel and grant. And secondly, both the power structures and official science of the region were sure, that announced in 1989 on the 5th regional scientific-practical conferences the course on complex natural resources development of the area is only next point of readout of the concept of creation of a diversified national economy. Actually, this year has appeared as a point of bifurcation – that is not as an index point of the next stage of linear process of development of a diversified national economic system, and starting point for decision making applicable or, on the contrary, irrelevant to a newly arisen situation.

And really, the development of a social and economic and political situation in country guessed two versions of the solution of social and economic problems of hydroecoregion. This is the following of the model, upgraded in view of time, of a diversified national economy on the basis of complex development of all natural resources of the region. Or conscientious, unconditional and total refuse from this far-fetched model in favour of creation and acceptance to implementation of basically new concept of development. The concepts envisioning all and every preservation and rational development of fish and seafood from sea and recreational resources of the land and transformation with this purpose of the Kamchatka hydroecoregion into world-wide recreational-salmon reservoir.

Unfortunately, the regional authorities have elected a standard course – that is the creation of a diversified national economic complex. Though in conditions of full disorder of command-administrative pattern of control, the destructions of all former vertical and horizontal economical communications and disintegration of the country of a capability on creation of the same ore mining branch were depleted if not for ever, but for the extremely long term. And as a consequent, the administration of the area was compelled to go on a peculiar symbiosis of two above mentioned models. That is on the enforced pulling on sickly body «of diversified economics» the brilliant armour of nature preservation territory. Naturally, it could not lead to anything good.

And that is true, the situation of the last ten years in economical structure of the area convincingly demonstrates, what exactly when Kamchatka acutely, literally on the verge of survival, required in substantial, instead of in declared self-maintenance, the production of its wood, building, agricultural both other unfish branches and productions, which developed in a favour of the model of creation of a diversified national economic complex, was reduced on 65–85%. Thus, as well as everywhere in the country, the parade of sovereignties has resulted in the actual separation of Koryak autonomous area from the region, that was accompanied and is accompanied by bacchanalia – one can not say in different way – in withdrawal of momentary, and consequently minimum incomes of exploitation of its natural resources. And consequently there is no hope on complex development of every, and first of all mineral natural resources of the area as for the means of injection of its economics from a disastrous condition each year is less corresponded to realities of the day.

And these realities have appeared so cruel, that so as the area as the region in October, 1998 have addressed to government with the invoking of immediate execute of an evacuation of the population. And, that is very interesting, this invoking is already in itself a peculiar aspect of social and economic development of the region. For by hurrying, while waiting «speed and vast» dividends from gold and all other to shatter the unity of the regional and the area management have shown failing to count a situation and as a result they have received that, as it was necessary to expect – destruction by frost of settlements of the area at 600 kgs extracted in its limits in 1998 but so waste to anybody platinum. And full destruction of the principal – fish – industry as such.

By the way about fish branch. By perceiving the market as permissiveness, instead of as freedom from petty guardianship of central authorities, the authorities of the region have met a problem of intensive plunder of bioresources and drift exceed the bounds of the region up to 91% of all incomes from sale of fish commodity. That is by shattering under a kind of struggle with «natural monopolist» unified fish branch (that was recognized by the governor of the region clearly as an error), the management of locale at the end of the 90–th years has found out in the assets instead of 1,5–2,0 billions of dollars of the revenue from exploitation of all kinds of hydrobioresources only 9% from all entries to the regional budget. And also mass poaching of all population, enforced in such situation only elementary to survive.

At last, one more, and rather essential, aspect of social and economic development of Kamchatka is that fact, that from the point of view of geopolitical concerns it was always esteemed as «an insubmersible aircraft carrier» and forward bridgehead on eastern boundaries of our country. And always this military burden lay down with high-gravity freight on economics of the region. And after the disorder in our country this freight has become so excessive, that the federal authorities eventually transmit on essential – on 40 % – reduction and retrofit of a military contingent of the region, by creating a unified grouping of a marine and overland troops.

Thus, we shall tell in the summary, irrational natural resources development in past and insecure estimation of reserves, the significances and outlooks of their development in the present are one of characteristic aspects social-ecological of development of the region. Not less particular feature of Kamchatka is also that the area in an extreme naked view mirrors all complexity and sharpness of problems of becoming of market relations in Russia. More correctly to tell, in conditions of extreme remoteness and isolation of hydroecoregion from developed locales of country and world the steep destabilising of economics, and excessiveness of burden of military load, and practically absolute relation in usage of natural resources from center maximum fully exhibit itself. An essential role in destabilising plays as well quite understandable provincialism in the substantiation of the concept of social and economic development of the region, which, first of all, expresses in uncritical following of directive model of managing. That is, the self-maintenance of the population of each locale by food and goods of daily demand at the expense of complex development all of its natural resources-model, full inconsistency in conditions of becoming of market relations.

That is, it is necessary to state, that rationality of management of nature on Kamchatka is a thing rather and rather conditional. And already only this fact strongly requires critical revision of all former submissions about social and economic aspects of management of nature of Kamchatka and about paths and ways of development of its natural-resource potential. And a first step on paths of that revision is the proposal to consideration of that version of the concept of social-economical development of the hydroecoregion, which was designed by us in 1987–1989 years. But that is the subject of special talk.

НЕКОТОРЫЕ АСПЕКТЫ СОЦИАЛЬНО-ЭКОЛОГИЧЕСКОГО РАЗВИТИЯ КАМЧАТСКОГО ГИДРОЭКОРЕГИОНА

 

Камчатский гидроэкорегион, обособляемый нами (Быкасов, 1991, 1994) в границах морской 200-мильной зоны экономических интересов Камчатской области и северной части Курильских островов (рис. 1), представляет собою сложное природно-социальное (информационное) пространство. То есть пространство, морфогенетическое единство которого обуславливается относительной однородностью гидрологических, гидрогеологических, гидрогеохимических, гидроклиматических и, главным образом, гидробиотических природных условий, а социально-функциональная целостность определяется специфичным характером хозяйственного освоения природных ресурсов. В том смысле специфическим, что ретроспективный анализ процесса становления и развития производительных сил гидроэкорегиона выявляет (Быкасов, 1992) две основные особенности. Это, во-первых, подавляющий (добыча и переработка рыбы и морепродуктов дают около 55% валовой и до 85% товарной (в денежном исчислении) продукции Камчатской области, около 90% её товарообмена с другими регионами и более 95% валютных поступлений) приоритет биоресурсов в экономическом укладе региона и в прошлом и в настоящем. И это, во-вторых, практически полная зависимость социально-экономического развития региона от политических и экономических установок центра. Причём каждая из этих двух основных составляющих социально-экономического уклада гидроэкорегиона имеет свои собственные аспекты и особенности. Ретроспективный анализ этих особенностей и является ведущей целью предлагаемой работы.

Итак, если обратиться к проблеме использования биоресурсов региона, то можно и нужно отметить следующие её основные аспекты: примитивно-промысловый, а, по сути дела, откровенно хищнический, характер освоения гидробиоресурсов; преувеличение их репродуктивной способности вплоть до инфантильной уверенности в неисчерпаемости биоресурсов как таковых; заведомое преувеличение запасов многих видов биоресурсов.

И в самом деле, ведущим аспектом природопользования Камчатки со времён её присоединения к России было и остаётся неразумное отношение к природным ресурсам и интенсивное «выкачивание» этих ресурсов ради сиюминутных интересов. И как бы не относится к сказанному, нельзя не признать, что и уничтожение морской коровы всего за 28 лет в середине XVIII века, и практически полное уничтожение калана, морского котика и соболя к концу XIX века, а также тотальная вырубка хвойных лесов, массовое уничтожение лососёвых нерестилищ и многие подобные факты нашего времени говорят именно об иррациональном природопользовании.

И факты эти воистину вопиющи. Вследствие, например, очевидной нацеленности работы рыбной отрасли на валовые показатели и, отсюда, интенсивного перелова, уже в наше время произошло уничтожение и (или) катастрофический подрыв запасов многих видов и популяций (олюторской, жупановской и охотоморской сельди, явинской камбалы и трески, пристипомы, хека, палтуса и пр.) рыб. А в целом, за вторую половину XX века промысловые запасы гидроэкорегиона сократились не менее чем на 2,7–3,0 млн. т годовой добычи, причём только в последнее десятилетие ежегодный областной улов упал с 1,4 млн. до 700–750 тыс. т. И было бы неверным объяснять таковое снижение уровня добычи одними экономическими неурядицами, как в этом иногда пытаются убедить, так как одного лишь минтая за последние полтора-два десятка лет было уничтожено столько, что его годовой вылов упал от 3,5 до 1,0 миллионов тонн (С.Вахрин. «Новая Камчатская правда». № 17, 13 мая 1999).

Не меньшему оскудению подверглись и гидробиоресурсы суши, ибо за счёт распашки и мелиорации земель, вырубки лесов и прочей хозяйственной деятельности в долинно-речных ландшафтных комплексах, только Камчатский полуостров лишился лососёвых нерестилищ с годовой продуктивностью в 50–60 тыс. т. Причём, что показательно, убытки от данной потери в 2–3 раза превышали стоимость годового объёма продукции, выпускаемой всеми нерыбными отраслями и производствами области в годы их максимального развития, поскольку названные 50–60 тыс. т лосося обеспечивали народному хозяйству от 25–27% до 30–33% всех его доходов, тогда как на долю всех нерыбных структур приходилось не более 15–17% товарной продукции.

Кстати, и в то же время несколько забегая вперёд, именно это вот варварское отношение к природе в прошлом, а также пример Тюмени, Ямала и многих десятков других мест и регионов страны настораживает общественность региона при самой только мысли о возможности освоения его минерально-сырьевых ресурсов, поскольку это может окончательно довершить процесс подрыва и уничтожения гидробиоресурсов. И это настороженное отношение населения к планам развития на территории региона горнорудной отрасли также является одним из отличительных аспектов проблемы социально-экономического развития Камчатского гидроэкорегиона. Так что было бы наивным со стороны сторонников развития той же горнорудной отрасли на Камчатке ожидать безоговорочной поддержки общественности этим планам, каковые бы прекрасные слова при этом не произносились.

Напрямую с варварским отношением к биоресурсам увязывается и другой – инфантильная уверенность в неисчерпаемости самих биоресурсов – аспект социально-экономического развития региона. Поскольку во многом именно на этой слепой вере строилась и, главное, осуществлялась политика безудержного наращивания добывающих мощностей в ущерб развитию перерабатывающей базы. О чём лучше всего позволяет судить официальное признание того факта, что в конце 80-х годов из каждых трёх пойманных рыб одна шла на изготовление пищевой продукции, одна пускалась на тук и одна, в виде отходов, выбрасывалась за борт.

Ну и, наконец, нельзя не отметить и ещё один аспект в освоении биоресурсов региона, который заключается в явном преувеличении их запасов Нагляднейшим примером подобного рода экономического, мягко скажем, курьёза является ошибочное (Н.С.Карпухин – «Экокурьер», № 8, 1989) включение в конце 50-х годов, в рамках планируемого переустройства производительных сил области на рельсы комплексного освоения всех видов её природных ресурсов, в лесопокрытую площадь Камчатки 10,923 млн. га зарослей кедрового и ольхового стлаников, вследствие чего её лесистость разом возросла от искомых 18% (8,107 млн. га) до надуманных 42,7% (19,029 млн. га). Надо ли говорить о том, что ориентируясь на столь завышенные объёмы лесоресурсного потенциала лесная отрасль попросту погубила единственный ресурс делового леса – так называемый «хвойный остров» центральной Камчатки – так как в настоящее время из 700 тыс. га этого массива 400 тыс. га уже пройдены вырубками и лесными пожарами, а остальные 300 тыс. га, приуроченные ко всякого рода неудобьям (болотам, крутым горным склонам), недоступным горным территориям и природоохранным зонам, практически исключены из лесохозяйственного оборота. Тем не менее, интересно отметить, и до сих пор при оценке ресурсного потенциала камчатских лесов площадь их условной лесосеки принимается равной (Природно-ресурсный потенциал, 1994) 800 тыс. га. Это ли, позволительно спросить, не сознательное преувеличение запасов?

Что же касается другой – зависимости от центра – особенности развития гидроэкорегиона, то тут, прежде всего, обращают на себя очевидный провинциализм в разработке и осуществлении социально-экономической политики. Провинциализм, который особенно наглядно проявляется в двух взаимно дополняющих и взаимно обусловленных аспектах: в чрезмерно прямом следовании директивным установкам центра с одной стороны и в скрытом саботаже спускаемых сверху решений путём ссылок на отдалённость и практически полную изолированность от развитых регионов страны.

Излишне прямое следование директивам центра нагляднее всего просматривается в неверной оценке значимости и перспектив освоения природных ресурсов, когда, например, вслед за поднятием казахстанской целины, на Камчатке также стали, здравому смыслу вопреки, усиленно распахивать земли речных долин с мелиорацией (осушением) болот и уничтожением ключей и родников. К каким прямым последствиям – потере лососёвых нерестилищ – это привело, уже говорилось (см. выше) и говорилось не только нами. А вот о том, что в основе самоликвидации 25 из 31 существующих на 1989 г. сельских хозяйств области в конечном счёте определяется именно надуманным созданием сельскохозяйственной отрасли в угоду директивам центра почему-то стыдливо умалчивается.

Прямое следование установкам центра просматривается и в разработке в конце 50-х годов концепции развития Камчатки в рамках директивно объявленного курса на достижение каждым экономическим районом максимально полного самообеспечения его населения товарами повседневного спроса и продуктами питания за счёт полного и комплексного освоения всех природных ресурсов. И тут следует отметить два существенных момента.

Один из них заключается в том, что при хозяйственном освоении природных ресурсов отчётливо прорисовывается инфантильная убеждённость не только так называемых «простых людей», но и «власть имущих» в том, что коли природный ресурс имеется, то использовать его нужно обязательно. То есть, если имеется, например, лес, то его обязательно надо рубить. Хотя, если элементарно подсчитать, то камчатский лес как местообитание пушных зверей, как поставщик дикоросов (ягод, грибов и т.п.), как рекреационный ресурс и, главное, как аккумулятор осадков и регулятор стока (а тем самым и хранитель лососёвых нерестилищ) имеет на порядок большую ценность в товарном выражении чем как ресурс древесины. Не говоря уж о том, что вырубка леса на Камчатке требует (впрочем, как и все иные виды использования природных ресурсов) весьма солидных – половинных от себестоимости – дотаций. Тем не менее, никто из призывающих к разработке всех видов природных ресурсов региона не задаётся вопросом – кто же будет оплачивать эти дополнительные расходы, если из 89 субъектов Российской федерации только 10–14 относятся к регионам-донорам?

Другой же момент связан с тем, что вследствие официально заявленного в конце 50-х годов переустройства производительных сил региона (Проблемы развития производительных сил Камчатской области, 1960), области буквально предписывалось стать для всего Дальнего Востока поставщиком не только мяса, овощей и картофеля, но и строительных материалов (пемзы, вулканических туфов и пр.), каменного угля и жидкого топлива. Вот как, например, об этом говорилось в речи тогдашнего первого секретаря обкома КПСС М.А. Орлова на 7-й сессии Верховного Совета СССР V созыва: – «В плане дальнейшего развития экономики Дальнего Востока видное место займёт Камчатка с её большими возможностями увеличения добычи рыбы, наличием необходимых природных и экономических ресурсов для развития многоотраслевого и экономически эффективного хозяйства, в котором ведущими отраслями наряду с рыбной промышленностью могут стать горнодобывающая, топливно-энергетическая, лесная промышленность, производство строительных материалов, широко развитое сельское хозяйство, оленеводство и звероводство» («Камчатская правда», 10 декабря 1961).

На самом же деле всё обстояло прямо-таки противоположным образом. То есть, если какое-то время Камчатка действительно снабжала своим картофелем и Приморье и Магаданскую область (за счёт, как уже говорилось, чрезмерной распашки земель долинно-речных комплексов), то вот с топливом и созданием горнорудной отрасли ровным счётом ничего не получилось. Да и не могло получиться, ибо строительные материалы и каменный уголь, несмотря на их колоссальные запасы, стоили непомерно дорого, а нефти на полуострове так и не обнаружилось. И потому к концу 80-х годов в область ежегодно завозили около 800 тыс. т жидкого топлива и около 600 тыс. т каменного угля. А в конце 90-х годов в области разразился энергетический кризис с тотальным отключением электричества и, отсюда, разрушением тепловых сетей.

Интересно, что аналогичная ситуация с неверной оценкой перспектив развития сложилась и в конце 80-х годов, когда область в очередной раз, дабы выжить, столкнулась с необходимостью перестройки структуры народного хозяйства под нужды и запросы рынка. В очередной раз развитие горнорудной отрасли в целом и золотодобычи в первую очередь объявлялось (Материалы V региональной научно-практической конференции «Рациональное использование ресурсов Камчатки, прилегающих морей и развитие производительных сил до 2010 года». Петропавловск-Камчатский, 1989) не только ведущим способом поддержания на достойном уровне экономики области, но и единственной возможностью спасения рыбной отрасли региона от разрухи. И в очередной раз благие пожелания остались всего лишь пожеланиями, поскольку они так и не были подкреплены соответствующими расчётами. В частности, золото, на которое возлагались столь большие надежды, сперва превратилось в тему дежурных разговоров по поводу «блестящих» перспектив освоения камчатских недр. А после обрушения цены на него на международном рынке в 1997 г., даже самые стойкие сторонники развития золотодобычи вынуждены были признать (Проблемы и направления горнопромышленного освоения Камчатской области. Материалы научно-практической конференции 15-16 декабря 1997 г. Петропавловск-Камчатский) всю беспочвенность надежд на освоение золоторудных месторождений в ближайшем будущем. А тем самым и сама по себе идея по созданию горнорудной отрасли перестала быть проблематичной. Кстати, в отличие от местных экспертов по золоту, самоуверенно декларирующих на уже упомянутой конференции и в последующие два года тезис о неизбежной тенденции повышения цены на золото на мировом рынке, нами ещё на той же конференции прогнозировалось падение цены на него в ближайшем будущем. И надо сказать, что уже в 1990 г. грамм золота стоил 11,5 против 13 долларов в 1989 г., а в 1999 г. цена на золото и вовсе упала до 8,3 долларов за грамм.

То есть, подчеркнём ещё и ещё раз, чрезмерное упование на высокую отдачу природных ресурсов гидроэкорегиона является весьма показательным аспектом его социально-экономического развития как в прошлом, так и в настоящем. В том смысле показательным, что в 1989 г. официальные структуры области, отталкиваясь от декларативной установки центра на введение в стране рыночных отношений, поспешили желаемое выдать за действительное. А именно, они, во-первых, почему-то посчитали, что отныне распоряжаться всеми своими природными ресурсами и изготовленной из них продукцией регион будет абсолютно самостоятельно, но, при этом, федеральный центр по-прежнему будет снабжать народное хозяйство области всеми необходимыми материальными ресурсами, топливом и дотацией. А во-вторых, и властные структуры и официальная наука региона были уверены, что объявленный в 1989 г. на V региональной научно-практической конференции курс на комплексное освоение природных ресурсов области есть всего лишь очередная точка отсчёта концепции создания многоотраслевого народного хозяйства. На самом же деле этот год оказался точкой бифуркации – то есть не начальной точкой очередного этапа линейного процесса развития многоотраслевоё народнохозяйственной системы, а исходным моментом для принятия решения, соответствующего или, наоборот, несоответствующего вновь возникшей ситуации.

И в самом деле, развитие социально-экономической и политической ситуации в стране предполагало два варианта (способа) решения социально-экономических проблем гидроэкорегиона. Это либо следование модернизированной с учётом времени модели многоотраслевого народного хозяйства на базе комплексного освоения всех природных ресурсов региона. Либо сознательный, безоговорочный и полный отказ от этой надуманной модели ради создания и принятия к осуществлению принципиально новой концепции развития. Концепции, предусматривающей всемерное сохранение и рациональное освоение рыбы и морепродуктов моря и рекреационных ресурсов суши и превращение с этой целью Камчатского гидроэкорегиона в общемировой рекреационно-лососёвый резерват.

К сожалению, областные власти избрали стандартный ход – то есть создание многоотраслевого народнохозяйственного комплекса. Хотя в условиях полного развала командно-административной структуры управления, разрушения всех прежних вертикальных и горизонтальных экономических связей и распада страны возможности по созданию той же горнорудной отрасли были исчерпаны если не навсегда, то на крайне долгий срок. И как следствие, администрация области вынуждена была пойти на своеобразный симбиоз двух выше названных моделей. То есть на вынужденное натягивание на хилое тело «многоотраслевой экономики» блестящих доспехов природоохранной территории. Естественно, что ни к чему хорошему это привести не могло.

И действительно, ситуация последних десяти лет в экономическом укладе области убедительно показывает, что именно тогда, когда Камчатка остро, буквально на грани выживания, нуждалась в реальном, а не в декларируемом самообеспечении, производство её лесной, строительной, сельскохозяйственной и прочих нерыбных отраслей и производств, которые развивались в угоду модели создания многоотраслевого народнохозяйственного комплекса, сократилось на 65–85%. При этом, как и по всей, кстати, стране, парад суверенитетов привёл к фактическому отделению Корякского автономного округа от области, что сопровождалось и сопровождается вакханалией – а иначе не скажешь – в извлечении сиюминутных, и потому минимальных, доходов от эксплуатации его природных ресурсов. И потому упования на комплексное освоение всех, и прежде всего минеральных, природных ресурсов округа как на средство вывода его экономики из катастрофического состояния с каждым годом всё меньше и меньше соответствовали реалиям дня.

А о реалии эти оказались настолько жестокими, что и округ и область в октябре 1998 г. обратились к правительству с призывом немедленно осуществить эвакуацию населения. Причём, что очень интересно, этот призыв уже сам по себе является своеобразным аспектом социально-экономического развития региона. Ибо поспешив, в ожидании «скорых и громадных» дивидендов от золота и всего прочего, разрушить единство региона администрации округа и области показали неумение просчитывать ситуацию и в результате получили то, что и следовало ожидать – вымерзание посёлков округа при 600 кг добытой в его пределах в 1998 г. но так никому и ненужной платины. И полное разрушение становой – рыбной – отрасли как таковой.

Кстати о рыбной отрасли. Восприняв рынок как вседозволенность, а не как свободу от мелочной опеки центральных властей, власти области столкнулись с проблемой интенсивного расхищения биоресурсов и с уходом за пределы области до 91% всех доходов от продажи рыбной продукции. То есть, разрушив под видом борьбы с «естественным монополистом» единую рыбную отрасль (что открыто было признано губернатором области ошибкой), администрация региона в конце 90-х годов обнаружила в своём активе вместо 1,5–2,0 миллиардов долларов годового дохода от эксплуатации всех видов гидробиоресурсов всего лишь 9% от всех поступлений в областной бюджет. А также массовое браконьерство всего населения, вынужденного таким способом всего лишь элементарно выживать.

Наконец, ещё одним, и весьма существенным, аспектом социально-экономического развития Камчатки является то, что с точки зрения геополитических интересов она всегда рассматривалась как «непотопляемый авианосец» и передовой плацдарм на восточных рубежах страны. И всегда это военное бремя тяжёлым грузом ложилось на экономику области. А после развала страны груз этот стал настолько непосильным, что федеральные власти в конце концов пошли на существенное – на 40% – сокращение и модернизацию военного контингента региона, создав единую группировку военно-морских и сухопутных войск.

Таким образом, скажем в заключение, иррациональное освоение природных ресурсов в прошлом и неверная оценка запасов, значимости и перспектив их освоения в настоящем являются одними из характерных аспектов социально-экологического развития региона. Не менее специфической особенностью Камчатки является и то, что область в предельно обнажённом виде отражает всю сложность и остроту проблем становления рыночных отношений в России. Вернее сказать, в условиях крайней отдалённости и обособленности гидроэкорегиона от развитых регионов страны и мира, максимально полно проявляют себя и глубокая дестабилизация экономики, и непосильность бремени военной нагрузки, и практически абсолютная зависимость в использовании природных ресурсов от центра. Существенную роль в дестабилизации играет также и о вполне понятный провинциализм в обосновании концепции социально-экономического развития региона, который прежде всего выражается в некритическом следовании директивной модели хозяйствования. То есть той – самообеспечение населения каждого региона продуктами питания и товарами повседневного спроса за счёт комплексного освоения всех его природных ресурсов – модели, которая показала свою полную несостоятельность в условиях становления рыночных отношений.

То есть, приходится констатировать, что рациональность природопользования на Камчатке вещь весьма и весьма условная. И уже одно только это настоятельно требует критического пересмотра всех прежних представлений о социально-экономических аспектах природопользования Камчатки и о путях и способах освоения её природно-ресурсного потенциала. И первым шагом на пути такового пересмотра является предложение к рассмотрению того варианта концепции социально экономического развития гидроэкорегиона, который был разработан нами ещё в 1987–1989 годах. Но это уже тема особого разговора.
